The information collected from this survey will be used to help researchers, designers, and engineers create new mHealth solutions to meet the needs of people with disabilities.

Commission Moves Toward Modernizing Wireless Phone Text Compatibility
The Federal Communications Commission recently amended its rules to allow phone companies to replace support for an outdated form of text telephone communications, known as TTY, with support for real-time text, to provide reliable telephone communications for Americans who are deaf, hard of hearing, deaf-blind, or who have a speech disability.
As the nation’s communications networks migrate to IP-based environments, real-time text technology will allow Americans with disabilities to use the same wireless communications devices as their friends, relatives and colleagues, and more seamlessly integrate into tomorrow’s communications networks. Under FCC rules, phone companies and manufacturers are required to support accessible text communications services, which for years have taken the form of TTY services. Under the new rules, carriers and manufacturers will be allowed to use the more advanced and interoperable real-time text technology to meet this obligation.
DHS continues to improve customer service
Governor Wolf’s Office of Transformation, Innovation, Management and Efficiency (GO-TIME) and the Department of Human Services (DHS) have launched a mobile app for Pennsylvanians who have applied for or receive assistance benefits called myCOMPASS PA.
The National Library of Medicine has launched a MedlinePlus text messaging campaign on Holiday Mental Health: Anxiety, Depression, and Stress.
Users that sign-up for the campaign will receive 3 text messages per week through the holidays on mental health support, such as managing anxiety, coping with depression, and preventing stress during the holiday season.

New Rules Will Help Make Broadband More Affordable for Low-Income Americans
The Federal Communications Commission today modernized and reformed its Lifeline program to help low income consumers afford access to the 21st Century’s vital communications network: the Internet.
Since 1985, Lifeline has helped make telephone service affordable for low-income Americans. Today, consumers need Internet access for full and meaningful participation in society. Yet 43 percent of nation’s poorest households say they can’t afford modern broadband service.
To help close this digital divide, the Order adopted by the Commission today refocuses Lifeline support on broadband, which will enable low-income Americans to share in the 21st Century opportunities that access to the Internet provides. At the same time, new rules build on recent reforms in the program to combat waste fraud and abuse and increase program efficiency.
For the first time, Lifeline will support stand-alone broadband service as well as bundled voice and data service packages. To spark competitive service options for Lifeline consumers, the rules will unlock the Lifeline broadband marketplace to attract additional providers. And new service standards will ensure that supported services meet modern needs.
The rules significantly strengthen the Commission’s landmark 2012 reforms (http://go.usa.gov/cGykW) of the program by establishing an independent National Eligibility Verifier to confirm subscriber eligibility. At the same time the verifier deters waste, fraud and abuse, it will encourage participation by legitimate providers by removing the burden of eligibility screening.
Finally, a budget mechanism will limit Lifeline's cost to ratepayers. Specifically, the Order:
